That depends entirely on how you configure it. You can start with a 3-day rental for as little as €1.43 (may vary depending on your currency) or rent it for up to 365 days. Of course, you also need to consider how much RAM and which extra features you choose.
If you decide to play Minecraft in its “vanilla” version (i.e. without mods and such), then the recommendation for RAM amount is relatively simple and primarily tied to the amount of players on your server.
2-5 players -> 2GB

To manage your savegames and mods we recommend using a FTP client. A common FTP client is Filezilla. In THIS Wiki you can find more info on how to do it.
